It would be nice if issues could be linked together to allow for more continuity. For instance, I banned all religions from my nation and instituted a compulsory religion created by the government, but from time to time I get issues concerning religious expression that come before me. Perhaps a flag could be set when certain laws are passed preventing related issues from appearing. Typically I just dismiss these issues as I feel they have no relevance since my citizens have to worship the government mandated religion, but this is just one example.

Normally, suggestions for the game do go in "Technical". However, anything issue-related tends to belong in "Got Issues?"

Unless it is an option I have to enable that I was unaware of. I get repeat issues from time to time as well, but I've had probably five issues relating to groups demanding civil rights for their denomination after I outlawed all religions except for the state-sanctioned ones. With the amount of funding I put into my military and police force these people would be crazy to present their problems to the government.

Many issues do set flags like this.
For example, if you outlaw guns, you won't get any outlaw guns issues unless you legalise them again.

Yes, all issues sent in have a section for "Validity" where you are to say who should not get that issue. The "Should Democracy be Compulsary?" issue that everyone gets is invalid (you won't get it again) if you choose Option 3, to ban elections.
