It seems that you're not getting many propositions of late, and I have a few things in mind. Would you consider repealing the above stated rule? I can promise you that my propositions will be of reasonable quality. What do you think?
As far as I'm aware of, the code that stopped smaller nations submitting is still not working since the site was moved to Jolt. If that's still the case, feel free to submit. If not, then wait.

It's not that there's a lack of issues being submitted lately, it's the fact that every issue submitted has to be edited, gone through, accepted, etc. etc. etc. by a moderator... and they don't necessarily have the time to go through all the issues in a day... so, they're most likely behind, and you don't see those issues coming into game play because there's other pressing matters at hand (like flamers, griefers, etc.).
