Which nations are eligible for the issues 'A Grave Problem' and 'Evolution: Truth Or Witchcraft?'

I have not a clue. I've never heard of those issues.

'A Grave Problem' has a population restriction, as one might assume from the text.

'Evolution: Truth or Witchcraft?' has education and religion restrictions, however, neither are too difficult to reach, essentially you can't be extreme in anti-religion or anti-education. I wager that a good 95% of all nations would qualify for this issue.

I got the grave one today.

yeah I get the grave one because of my population. The other one I must be a rarity because I never get it :( it must be my stance against public education and government and religion

I didn't get the grave issue until I was at least 250 million in population... IIRC.
