Allowing filibustering when your political freedoms are 'Widely Abused' raises them to 'Corrupted'. But when your political freedoms are 'Corrupted', allowing filibustering drops them to 'Widely Abused'.
Is this a bug or an actual perverse effect of filibustering?

The same thing happened to me with one of the business issues. My economy went from Powerhouse to Thriving after I decreased economic regulations on business.
I was told by Sirocco that it was because my economic freedoms were at a point where increasing them by reducing economic restrictions through the issue (the issue talked about getting rid of minimum wage as decreasing restrictions) would be detrimental to my economic freedoms.
I'm guessing it's just something that happens.

It's not a bug. Many issues move your ranking towards a certain level. If you're below that level, you go up. If above that level, you go down.
