Some ideas:

Title: The trouble with terrorists.
Description: Debate has sparked over the best way to protect @@NAME@@ from the threat of international terrorism.
Option 1: "You have no choice but to comply with my demands," cackles supervillian and fashion consultant Professor @@RANDOMNAME@@. "Leave one trillion @@CURRENCY@@, in cash, outside the @@MAJORINDUSTRY@@ HQ, or I shall fire my 'Moon Laser'! This will surely be the end of the evil power of @@NAME@@! Bwahahah..." Static interrupts his transmission.
Effect: the government regularly concedes to terrorist demands.
Stats: safety down, economy down, political freedoms up.

Option 2: "How dare these crackpots make demands of us," shouts 5-star General @@RANDOMNAME@@, slamming his fist on your desk. "I say we make war on any country that harbours these nut-cases and make it a top priority to hunt terrorists down."
Effect: the state wages war on any country suspected of harbouring terrorists
Defence becomes a government priority.
Arms Manufacturing becomes major industry.

Option 3: "That might work in the short term," muses social commentator @@RANDOMNAME@@, "But in the end will only make more people angry at us - hence more terrorists. We need to halt any expansionistic foreign policies. In other words, bring the boys back home. After all, prevention is better than cure. Any doctor will tell you that."
Effect: the government seeks to 'Mind its own business'
Stats: civil rights up, economy up, soda sales up, apathy increases, compassion decreases.
Govt size decreases

Option 4: "Sure, in a dream world that would solve the problem," quips the head of the @@NAME@@ Intelligence Service. "We need to focus our attention on protecting the homeland. In the name of public safety, we must abolish any 'Right to Privacy' laws that prevent us from checking up on suspects. On the plus side we'll probably catch a few criminals too. If you've got nothing to hide, what's the problem?"
Effect: satellites monitor your every move
Stats: Law and Order becomes govt priority
Civil rights down
Safety up
Crime down
Govt size increases

I'm quite pleased with this one, it works well with the industries and priorities. I wish I'd worked 'em in more with my previous issues. Oh well. Also needs more stats on 3. Might be a bit touchy, but we have an issue on abortion.

Title: Flying Policemen?
Description: It has been suggested that the government passed legislation requiring all commercial flights to have armed marshals on board.
Option 1: "Armed air marshals in our skies will make any potential hijackers think twice before messing with us," declares @@RANDOMNAME@@, head of Mothers Against Badmen. "Dress them in nondescript clothing and voila, instant dead hijackers. We'd use special ammunition, of course, to avoid depressurising the aircraft at high altitude."
Effects: armed air marshals are present on every commercial flight
Stats: Law and Order becomes priority
Economy up (people still allowed to fly)

Option 2: "We don't want any guns on planes," replies @@RANDOMNAME@@, a pilot for one of @@NAME@@'s largest airlines. "It's dangerous, and there are other things you can do, such as better security measures on the ground. If the threat is so great that armed marshals are needed, the aircraft should not leave the tarmac."
Effects: air travel is frequently halted due to terrorist threat
Stats: Safety up
Economy down a bit
Happiness decreases

Option 3: "Better security measures on the ground are just what we need," answers the chief security adviser of @@NAME@@'s largest airport. "Along with background checks. If terrorists can't get on board the aircraft in the first place, they'd be no problem. Of course, we'd need government money for new staff and equipment involved."
Effects: people with criminal records are rarely allowed to fly
Stats: tax increases
civil rights decrease a bit
safety increases

Could use a few more stats. And yes, I know issue coding, I was just being lazy before you tell me to use [option] etc.

I'm very impressed by your first issue; it's very well-thought out and presented. The second one though, is a bit looser, I would like to see a third option maybe placing some control over what makes it onto the planes by airport checkers and security, make them the "last line" of defense with an interesting - twist - consequence for that choice.

I've added a new option to the second one and put a few more stats on some of the options already there.

I think some terrorist legislation would be great in fact its a must! I like your first legislation and think it should absolutely be put in (hope when it is I get it)
