I was thinking of an issue about peoples cats and dogs eating wildlife...
say have about 3 choices:
do nothing - native animal suffers, environment suffers, maybe small decrease in govt size, improve civil liberties.
stop people from owning non-indigenous pets - native animal and environment improve, decrease civil liberties.
only registered breeders can own non-neutered pets - increase govt size, maybe small increase in private business.
ISSUE ONLY OCCURS IF NATIVE ANIMAL IS NOT EXTINCT
