They're all preliminary at this point, I posted them on the NP forums while NS was down, let me know what you think:

Title: Police Corruption Emerges in @@NAME@@
Description: It has emerged that a well-known drug-dealer, "Harry the Spike", was recently convicted on evidence planted by @@NAME@@'s Police Force.

[option] "We had no choice but to plant that cocaine," says D.I. @@RANDOMNAME@@, head of the investigation. "We'd spent years tracking this criminal, but come up empty handed each time. He's a menace to society and should be locked up, no matter what it takes!"
[effect] police have few restrictions on their powers
[stats] Political Freedoms and Civil Rights down, law enforcement funding up, crime down

[option] "This is a disgrace," laments a beleaguered constable. "Who will police the police if this kind of travesty is allowed? We must improve our legal system to root out this sort of thing. It'll cost more in taxes, of course, but this shouldn't matter."
[effect] trials are very lengthy and costly affairs
[stats] tax up, civil rights up, govt size increase

[option] "These problems are typical of what happens in the public sector," says the CEO of @@NAME@@Sheild, a leading security firm. "Just let the private sector handle it - it's save millions of @@CURRENCY@@."
[effect] the public sector is being signed off to private companies
[stats] economy increase, tax lowers, political freedoms decrease?

Title: @@CURRENCY@@ woes.
Description: Debate has sparked over whether @@NAME@@ should keep the lowest denomination of @@CURRENCY@@.

[option] "The time has come to abolish these worthless coins,” demands president of Citizens Raging Against Pennies, @@RANDOMNAME@@. "What can you buy with them nowadays, anyway? We should smelt the useless things and round everything to the nearest @@CURRENCY@@."
Effect: lower denominations of currency have been eliminated
Stats: public happiness up, economy down (?)

[option] "Abolishing pennies will just be the first step on an inevitable slide down the slippery slope," warns the Chief of the Central @@NAME@@ Mint. "Soon we'll be abolishing the @@CURRENCY@@! Plus, have you thought about the economy? They'd be instant inflation. Charities would lose income. The Treasury alone makes millions of @@CURRENCY@@ from seigniorage!"
[effect] citizens haul around huge amounts of spare change
[stats] er, work in progress.

Title: To deport, or not to deport. (working title)
Description: The arrival of a radical Violetist Preacher in @@NAME@@ has caused controversy.

[option] "This preacher has been banned from other countries for supporting violence and encouraging terrorism," states @@RANDOMNAME@@, head of the @@NAME@@ First! organisation. "If we have to forcibly deport him for the safety of our citizens, then so be it!".
[effect] people are regularly deported in the name of public safety
[stats] political freedoms down, safety up

[option] "There is nothing wrong with our message," shouts a supporter of Violetism. "You cannot discriminate against our beliefs just because you don't like what he is saying."
[effect] soapbox activists can be seen on every street corner
[stats] political freedoms up, safety down, devoutness up

[option] "There may be another way," points out the head of the @@NAME@@ Intelligence Agency. "Just let us monitor what he says, if any of it encourages violence we'll arrest him. This will, of course, involve methods like phone taps, but if you want an omelette you have to be prepared to break a few eggs."
[effect] right to privacy is being eroded
[stats] civil rights down, govt size increases, political freedoms up a bit

Title: Health Service Row in @@NAME@@.
Description: It has been suggested that the overweight and smokers should have to pay for their own healthcare.

[option]"It's common sense," says @@RANDOMNAME@@, the leader of the pressure group at the centre of the controversy. "People know eating junk food and smoking is bad for them, why should I have to wait in line behind these people through no fault of my own? If they continue to do these unhealthy activities they should deal with the obvious consequences. We'd save millions, too."
[effect] ?
[stats] ?

[option]"That's just it," answers the Surgeon General, @@RANDOMNAME@@. "We need to make people more aware of how unhealthy these activities are, in turn we'll have less people with health conditions relating to smoking and obesity in our hospitals. I propose that we ban cigarette advertising. Manufacturers should also place warnings on their products of the risks associated with them."
[effect] ?
[stats] ?

[option]"I can't believe what I'm hearing," exclaims the head of a major tobacco conglomerate, @@RANDOMNAME@@. "Being told what I can and cannot do is highly unreasonable, and so is the preposterous suggestion that smokers and the overweight be turned away at the hospital door. People should be able to count on the government no matter what their lifestyle choice is, I pay my taxes!"
[effect] ?
[stats] ?

Title: ?
Description: After startling figures on the mortality rates of barnacle gatherers on @@NAME@@'s treacherous southern coast, government intervention has been suggested.

[option] "Quite frankly, there's no need for alarm," says one of the gatherers, @@RANDOMNAME@@. "We all know the risks and do not want the government to nanny us. Besides, if you outlaw it you'll rob a lot of us of our only source of income."
[effect] people regularly risk their lives in potentially lethal professions
[stats] economy up, civil rights up a bit (?), safety down

[option] "It is the government's duty to protect its citizens," replies a nurse at a nearby hospital. "We're always getting patients in with broken bone, fractures, and worse. This dangerous profession needs to be outlawed for their own safety."
[effect] the government has outlawed many dangerous professions
[stats] safety up, economy down, (needs more)

I reckon all of these are really good. The problem is, it will be months before they get into the game (if at all)... I've written some really good issues (in my opinion, anyway), and they've been rejected.

Still, these get my vote!
