I'm at less than 500 mil population, so I can't submit this myself, but I didn't know if any of the longer running nations wanted to give it support:
Optional Income Tax
The people of @@NAME@@ have been complaining about the high tax rates. The question has been called to not decrease them, but to merely let the general population only pay if they want to.

We can't afford to let people go without paying their taxes just because they don't feel like it that month! Our nation will go bankrupt! If anything, we should up the taxes so we can hire me bodyguards to protect me from these - ACK! - protestors and their eggs."
