Issue Suggestion: Optional Income Tax

I'm at less than 500 mil population, so I can't submit this myself, but I didn't know if any of the longer running nations wanted to give it support:

Optional Income Tax

The people of @@NAME@@ have been complaining about the high tax rates. The question has been called to not decrease them, but to merely let the general population only pay if they want to.

[option]"Are you crazy?" shouts conservative representative @@RANDOMNAME@@ while being pelted by week-old eggs. "@@NAME@@ uses every tax dollar it gets! We can't afford to let people go without paying their taxes just because they don't feel like it that month! Our nation will go bankrupt! If anything, we should up the taxes so we can hire me bodyguards to protect me from these - ACK! - protestors and their eggs."
[effect] protestors are frequently subdued
[stats] increased tax rate, decreased political freedom

[option]"Sounds like a good idea to me," says @@RANDOMNAME@@, your secretary, while in the elevator one day. "If you do enough good for this country, people will show their support by paying them anyway. Taxes will become a quick and easy way to determine patriotism, and we can always take care of those who don't pay them, the same way we took care of @@RANDOMNAME@@, the previous leader."
[effect] citizens disappear randomly from the street
[stats] slightly decreased tax rate, massively decreased population

[option]"I say go for it," you could swear you hear your pet @@ANIMAL@@, Bob, saying to you. "After all, what's better for public opinion of you? There's no way I could dislike a guy who lets me decide how much, if anything, I wanted to pay as my taxes, and hey, I might even pay them once in a while. But, hey, what do I know. I spend most of my time sniffing my own butt."
[effect] paying taxes are completely optional
[stats] massively increased political freedom, massively decreased tax rate, increased population

Thanks a lot to anyone who helps me with this!

'tax dollars'? Not all nations have the dollar as their currency.

Issues don't affect population.

Options one and two don't appear to have an upside.

Top marks for your format though.

Now that I think about it, my nation's currency isn't the dollar either...

And to me, the upsides to options one and two were just the fact that you get to say you're a corrupt jerk who raises taxes at a whim and/or randomly eliminates troublemakers from your society... but that's just how I like things.

Anyway, thanks for giving it the read, even if you didn't like it!
