How about for each option you see the statistics that would be affected?
I am tired of selecting an option only to have it reduce my economy from Powerhouse to Very Strong. I am tired of these issues affecting freedoms/rights that have nothing to do with the issues. For example, how does barcoding your citizens reduce political freedoms? Exactly, the only way you can give me an answer is if you make up some bogus story that isn't even highlighted by the issue.
I suppose it would be impossible to implement such a thing now, but if it's included in NS2 there's more reason for me to pay!

What's the point? Governments aren't told what the complete effects of their decisions will be, you just have to make an educated guess sometimes.

If I knew what stats were affected, it would probably put me off always choosing the wacky options. :P

Indeed I do make educated guesses most of the time, but to no avail as my guess is either wrong or it's right and another attribute of my nation is affected.
For example, I had a crime problem, I chose the option of barcoding citizens assuming my civil rights would decrease, sure enough they did, but so did my political freedoms, which I still don't know why. Had I known it would've affected my civil rights AND political freedoms I would've chosen another option.

But, aren't unexpected outcomes half the point of choosing issue options?
To see the effect afterwards is far more entertaining, in my opinion.
Plus, your nation will more accurately show what a real one would, rather than a complete attempt to turn it into one particular thing.

Or create a lot of puppets and experiment with issues and their effects. Don't be afraid to mess around and fool with puppets stats; it'll help you get a good feel for what it takes to become an Anarchy.
