One will raise your economy a bit and lower civil rights a bit and lower political freedoms a lot. Two is supposed to raise civil rights but I don't think it does... Three will raise your economy a bit. Four probably increases your arts sector (or whatever it's called) and raise your tax rate.

I've only picked 2 and 3. Two increases taxes by 2% and the size of your government. It made a nation with a UN category of Corrupt Dictatorship change to Father Knows Best implying that the economy changed from authoritarian to centrist although the descriptive word didn't change.

Three increase tax by 1%. There were no other visible effects.
