We need an issue that says outright if you want to raise or lower taxes.

Nah.

The programs and services you choose determine your tax rates. The system would have to account for debt and borrowing to be able to raise or lower taxes without knowing what to cut.

I want a second opinion.

Here's a second opinion:

The whole idea of issues is the results being hidden from the chooser. Taxes are not solely based on the idea of being raised/lowered, they are based on the fact that taxes pay for services a particular govenment enacts. Thus, the issue choices you make increase/lower taxes based on the outcome of that decision.
