Is weather random, or how does it work or be determined for our nations? Most of my puppets don't seem to have nice weather, but then neither does most nations that I had noticed? Is it just something random?

Dont think its random cause ive been in the top 10 in the region and top 10000 in the world for the past few times this has appeared.
Linked with the environment probably.
It's not random, it uses stats from your nation to work it out. Exactly what stats, I don't know.
