"The government is reigning in public spending" should be "The government is *reining* in public spending". Reining in, like a horse, not reigning, as a monarch. I'm not sure if this is the place to report typos or not, but it seemed like the most logical place.
There's actually a sticky in the "Got Issues" forum for reporting typos. You should go there and check if someone has reported this one yet and then report it if no one has.
Not sure of the context, but reigning can mean "To be predominant or prevalent" ... might mean they are spending heavily.
