I don't think any of the options increase civil rights dramatically. The first option, making the guy a Duke of whatever, probably lowers them quite a bit.

I believe theres three options, but I can only remmber two.
The "making the guy a duke one" makes your country go Mideval, literrally. I believe the exact wording is "and society is run on feudal principles." A good choice if your a monarchy.
The other choice, the "renaissance faire" one, says you have the best Renaissance Faire in the region. Boring.
The first option is probably a good whack on civil and political rights; mine were pretty low to begin with so it was hard to tell. The second option...I don't know. Might imrpove civil liberties.

Well there's four: 1) make the guy a duke and give him serfs (probably lowers freedoms a lot), 2) say no to nobility (it should raise freedoms but I'm not positive it does), 3) give the guy a title and tax his estate (lowers freedoms a little), and 4) hold a renaissance fair (improves arts and sciences and maybe freedoms slightly).
These are just guesses on my part, though.

I've only selected Op. 2. It increases government size, adds 2% tax and somehow affects the economy because I went from an authoritarian rating (Corrupt Dictatorship) to a centrist rating (Father Knows Best) without the actual word in the economy box changing.
