it seems the site is on EST, so i expected new issues after midnight, how long does legislation take when its pending? if we get a repeat of the issue we can change our mind? is there a way to see how we voted on issues and how it affected us? (sorry, im new :o))

The update, which brings new issues, will come anywhere from 1 to 4 am EST.

Until the next update (once a day if you're on one issue/day, twice if you're on two/day).

Yes, it is quite likely that you will see issues more than once. And you can of course always chose something different from the last time you got the issue.

Your nation's description changes to reflect the decisions you made on issues. You haven't answered any issues yet, but take my nation as an example - "Programmes of questionable content are shown at peak-hours, soylent products are an expensive commodity due to a lack of volunteers, religious organizations are being forced to leave the country or pay income taxes like everybody else, and Pinkerton agents are called in to forcibly break up white collar strikes" is a list of all the effects of the issues I've gotten and the decisions I've made on them. They usually reflect the issue somewhat, but don't repeat the exact text.
