Even if we have to give them control of our government as long as our friends, family, enemies, and unknown people get the chance to live would it matter."

What is Stats and Validity you mean?

Stats are the way the issues affect your nation and Validity is who receives and does not recieve the issue

How about validity being that if you have interegrated them, and their language then they wouldn't try and kll you?

And how about a really radical 3rd option, like an anarchist telling you to nuke the city so everyone moves into towns?

I'm not sure how the nuke-the-city-ourselves option would be implementable just in stats. A big hit to economy, certainly; if the government is willing to nuke its own capital with all the people inside (and why hasn't an evacuation of the city been tried?), an automatic UN Category adjustment to "Psychotic Dictatorship" would probably be the most realistic thing -- is that even possible without altering issue mechanics?

It's an intriguing scenario, but it seems like it might be a bit too far out in left field to work very well as an issue, even given the NS propensity toward extreme issues. That's just me, though...

Altitude you are missing an option i think, i mean, shouldn't there be an option where you give into the terrorists demands.
