I'm not sure whether other people had already thought of a similar addition, since I'm not really a forum-goer here, but here goes:

I'm thinking about a fourth option to choose from.
Which would call for the colonization of the oceans, either demanded by one of those hard-core fans from a competing sci-fi series à la Seaquest or a famous deep sea explorer suggesting that prior to space-colonization, we should be able to successfully establish and keep settlements in the deep sea and explore an area for a change that still is far less explored than the rest of the solar-system.

I think this would be a separate issue all together as opposed to adding onto what already is there, only because exploring space and exploring/colonizing oceans are two different ideas.

I thought of it rather as an additional "we don't need a manned spaceprogram, but we want to spend money on some kind of exploration"-statement to choose from, not realising that this can very well be an issue of its own if thought further.

I agree, it could be for nations that rejected space exploration.
