Local Goverments?

A lively debate on whether local goverment authorities should be installed or not has woken in the @@NAME@@ Parliament.

Valid for all nations.

[option]"This is a terrible idea, says @@RANDOMNAME@@, a conservative parliament member. It would lessen the power of the parliament, cost lots of money and make it more difficult to make decision, since all decision would have to go through two instances".
[effect]The nations is entirely ruled from the capital, and other cities can do nothing.
[stats]Economy greatly increases, goverment size increases, tax rates decreases 2%, political freedoms decreases, corruption level increases, Law&order increases.

[option]Another parliament member, @@RANDOMNAME@@, is of another opinion: "Great idea, I must say. It is an excellent way of bringing the political decisions closer to the masses. But don't get me wrong, the main power should remain here, at the parliament. Of course, it would cost a bit of money."
[effect]Nation is mostly being ruled through local instances, although the power over these, and the money, remain in the capital.
[stats]Goverment size decreases, tax rates increases 2%, political freedoms increases.

[option]"Finally, I was waiting for this day to come, says professor @@RANDOMNAME@@. The power must be given to the people, only this way may we obtain true democracy, and the goverment should only be a mere overseer of it all. Course, this change could be quite costly, and the tax rates might go up quite a bit."
[effect]Nation is almost exclusively ruled at local level, with the goverment merely an overseer.
[stats]Goverment size decreases, tax rates increases 5%, political freedoms increases, personal freedom increases, corruption level decreases, Law&order decreases, defence decreases, devoutness increases.

Edit: Oops... the poll got pretty fucked up :D!

I don't like this one much. It just doesn't seem to have the right issue-ness to it.
