Beats me. I picked Opt. 1 and all it did was increase my taxes by 1%.

I thought the road toll would decrease my taxes, as it's a non-tax source of income.

Seems like most of the latest issues are tax and spend ones -- all the options add more taxes to one's nation. Bah.
