Well, recently I've gotten an issue titles "Affirmative Action in Zachnia?" and one called "Minorities demand recognition in soaps" or something like that. For both of them, I allowed the individual college or casting director to choose whomever he wants. However, this seemed to lwoer my civil freedom. I went from left-leaning college state to inoffensive centrist democracy. I understand how they might lower civil rights, but wouldn't civil freedoms go up, since I'm letting them choose and not forcing anything?

In this case:
Political freedom might be the right to choose.
Civil freedom might be the right to be equal.
Just one thought, as I don't know how the issue is coded. I opted with giving awards and saw my Civil freedoms jump up as with a few of my government size stats (tax rate IIRC).
