Population can't be regulated.
You missed the most obvious and realistic options, firstly do nothing about it and secondly increase funding for education, promote family planning etc in order to reduce population growth.

Very true, but it would be nice in NationStates v2 if there was several different growth rates. Instead of using whatever growth table we all share now, if the multipler would change based on issues, 'twould be really cool.
Then we've have a greater incentive to carefully pick some issues.
I've got more ideas on that, but this is after all an issue forum. With that in mind, I think that maybe a surrogate to population might be crime rate or apathy?
