1) Re ethnic diversity in soaps issue: choosing the third option, "the alarmingly racist TV show 'Bigtopians say the darndest things' is a hit" decreased my civil rights from 'Frightening' to 'Excessive'. I don't remember this happening before.

2) Re military demands increased spending issue: choosing the second option, "military funding has been stripped back" increased my economy from 'Thriving' to 'Powerhouse'. This has never happened before.

Are the above effects the result of a bug or is it meant to happen?

You should probably bring that directly to a mod instead of waiting an answer on this forum.The only person that could tell you would be a mod

It's not necessarily these issues that brought your civil rights down or increased your economy or whatever. Some issues won't have any visible effect until long after they're passed.

AS 3, it is best to put these things on this forum.
