Well it is your choice really

If you recall the FAQ that you should have read, you might remember that issues are chosen randomly. Moreover, issues are now written largely by the cyber community and cover any number of random situations. The real point is to take what best fits the country that you want to run. We can't decide for you; and, our advice is subject to the government style we espose.
In passing, authoritarians would silence the minorities because to be a minority is to be outside the norm. Those outside the norm are contrary to the normal make up of society. Those against society are anarchists who are anathema to an authoritarian dictator. The 'logical' (if authoritarian government can be called as such) conclusion is that the minorities must be denied any such request. It is a subversive attack upon your iron grip. Today minorities, tomorrow the sheep!
