This has probably been mentioned here already, but...
I've already received the Compulsory Organ Donation issue, and chose to send it through. (I'd much rather have had an opt-out system, but only two choices). This morning I got the option of allowing organs to be sold, turned it down on the principle that everybody in the country donated at death anyway, and got told that organ donation had reached a new low.
Nice to hear my death rate's dropped so dramatically.

I see what you mean. It is probably just a bug in the game that hasn't been detected. The descriptions that come out from an issue are just dependent on what issues you address at the time, and so are already set in. I'm not someone who can change this, but I'm sure someone who can will address this message. :D

The issues on this game are extreme so that is supposed to happen it isn't a bug :)
