There could be an issue on eugenics, politicalised

1) Compulsory Eugenics, where the victims are euthanasied could increase patriotism, increase the economy slighty, decrease health care costs significantly and reduce civil rights signigicantly.
2) Incentive based, where the victims are sterilised, could could increase patriotism slightly, increase the economy, decrease health care costs slighly and reduce civil rights.
3) Laws Against Eugenics, would reduce civil rights, increase health care

Perhaps have one eugenics program involve sterilization/euthanasia of "undesirables" while the other involves activily breeding positive traits (two very different approaches). A quick question though: laws against eugenics would reduce civil right? Please explain.

I also hate eugenics. Thats why I'm worried about option three.
