Is there any way to lift the tight restrictions I accidentally put on private enterprise? I had one issue a while ago and picked the result that had me "revitalising a gutted private sector", but all that did was take it from private enterprise being illegal, to the only private enterprise allowed was 9 year olds selling lemonade. Isn't there any more effective issue?

Not many issues are completely about economy

If you get the same issue a few more times and pick "revitalizing a gutted private sector" each time, your economy should improve some more each time. Of course, since we're adding more new issues lately, any particular issue will come up less often than it used to -- an unfortunate side effect when you actually want an issue to repeat!

We probably should add some more issues that can have larger effects on economies.

make some economy frindly decisions and if your economy isn't imploded, all is well. I have a puppet with a 'good' economy, UN category compulsory consumerist state and an economy of 14 year olds selling lemonade. AFAIK this text just means that there is no dominating industry.
