Neighbour nations prepare to attack

a coalition of three neighbouring nations has formed and mobilised troops to @@NAME@@'s borders for an 'exercise', but @@NAME@@'s intellience services report an intention of seizing a valuable uranium deposit recently found in the forests of @@NAME@@.

[Option] "We must defend @@NAME@@ from this coalition". Says the secretary of defence, Jeff Gunn. "mobilise planes, troops and tanks to the borders, once the enemy sees our strength they'll soon back down".
[Effect] @@NAME@@ is currently in a state of conflict with three neighbouring nations over uranium deposits

[Option] "No way should we mobilise troops", argues peace protestor Herb Willows, "@@NAME@@ is always too quick to jump the gun, just offer to share the uranium. GIVE PEACE A CHANCE"
[Effect] @@NAME@@ is viewed by other nations in the region as weak and
@@NAME@@ is regularly plundered by other nations

[Option] "Hit 'em hard!" screams General Byron Powers. "we should bring our full military might to bear down on these rogue nations, we are constantly under threat and the only way to end this is to invade their borders, smash their defences and see how they like it".
[Effect] @@NAME] has become a military power overnight by defeating a triumvirate coalition and is increasing military activities across all borders.

You have to put your issue into a particular format. Eg,

I like it. It might need some editing etc to make it work and so forth, but I like the idea behind it.

It has promise. Wgat is the diferrence between options one and three. Why does one lead to prolonged and costly warfare, and the other lead to a quick and painless victory.

its different because option 1 is just sending troops as a deterrent, putting the enemy off from invading. which the result indicates, doesnt work as well as option 3, which is a preemptive strike against the coalition, and smashing their forces entirely, preventing them from fighting back
