If you go to the International Incidents forum, you will see shops. Just Pay the shopkeepers a reasonable sum of money.

They will teach you the rules of role-playing, like buying, selling, basic role-play skills, and war. There are also regions and chat rooms you can enter into.

you can just telegram a nation and tell them about your needs and if they have it they will hopefully sell it to you for a reasonable price.

from time to time issues about buying and selling keeps on coming up. you really need to keep on surfing the forums on regular internals.
