New issues don't seem to change anything...
I think that new issues don't change anything to my civil right, political freedom and economy. They only affect taxes...
Am I wrong ?
If I'm not, then new issues are useless !

Issues DO alter your nation Stats, including the new issues. I've seen it happen, sometimes BIG changes too.

Correct. I've seen the code, they all affect something, just not always things you'll notice in your CR/Econ/PR fields.

No, not just taxes. Issues can effect anything from auto manufacturing to weather.

There's a ranking that comes out every now and then for "Best weather". Your guess is as good as mine as to how it's decided - although some issues give you the opportunity to destroy bits of the environment, which might have something to do with it.
