Okay, I had two organ donation issues come up. In one, I banned the sale of organs and of course my organ donation rates fell. But then I made organ donation compulsory, at least for dead people although my description of my nation just said "organ donation is compulsory" and nothing about whether or not the people are alive or dead. I'm pretty sure what I voted for only applied to dead people.

Anyway, it doesn't make sense that I have compulsory organ donation but that my organ donation rates are "at an all time low".

But I like NS anyway ;)

Maybe the organ donation rate refers to voluntary organ donation.

I think part of the game's idea is to have unintended consequences to some of your choices...
