Is there a specific order
Or are all issues posted randomly?
The order in which you recieve issues is completely random.
Except that for a short time after you start a nation (two weeks?), you will only receive issues from the 30 original issues that came with the game. After that your issues will be chosen from the entire list.

After the first week or so of creation, your country will be recieving the rest of the issues in a random order. Most of the time, however, you will begin to receive the same issues on a daily, bi-weekly, or weekly basis, maybe even at closer intervals.

From my experince the "Should democracy be compulsory" one is first
