Which option does NOT decrease civil and political rights? I'm loath to sacrifice my civil and political rights.
Nations without 'Frightening' civil rights and 'Excessive' or higher political rights on the day they received the Organic outburst issue need not reply.

I think option 2 does not decrease civil rights

Option 1 decreases economy, option 2 increases economy, but I'm not sure about option 3.

option3 decreases economy, and some industries in particular (timber and mining) but increases environment and weather.
