Erm... I was thinking of adding an issue, but... what exactly are all the affectable stats? I'm not sure what would be affected by the issue I'm thinking of...
First describe your issue in great detail, then we will tell you the stats. What great advise  :!:
I wouldn't worry too much. Put what you think each will affect (political freedoms, civil rights, economy, any of the industries or all of them, happiness etc.) and we'll do the rest.

It occurs to me (since I'm new to this) that this might be an issue that's come up anywho...
the idea is a non-military national service program (ie the equivalent of Americorps), possibly compulsory
I have thoughts of the various things it'd affect... for example, the compulsory version would reduce crime slightly, but also reduce--freedom? Something along those lines...
Either version would increase the government at least some, decrease poverty at least slightly, possibly decrease the military.... I have lots of thougths about what might be affected, mostly relatively subtle changes.
For a full list of the industries (and most to all of the stats) check this (http://www.nationstates.net/forum/viewtopic.php?t=52491) thread out (at the bottom of the first page).
Also, keep in mind that what you put in the stats feild is the most subject to change by the mods. It's more of a recomendation.
