Where did this come from??

That is a weird one, I don't like it at all. It was the depression issue, where you chose the first option, which was something like 'more funding for support and public awareness programs'.

You'd think the effect would be something like "suicide rates are decreasing" or "the level of depressed citizens has dropped," but nooo. It gives you something rather negative sounding.

As you can tell... I dislike this issue. I usually let 'em jump off a bridge, or, if I feel nice, give more funding to schools and teen depression programs. That one has a slightly better effect.
