The Issue
A coalition of tribalists, health experts, and civil rights proponents have recently suggested legalizing cannibalism for consumers of willing would-be meals.

The Debate
"I see absolutely no problem with people digging into each other at dinnertime, so long as everyone is willing," Randy Steele, the editor of the monthly magazine 'To Serve Man', quips, "Not only does it solve hunger problems and create jobs, but it also adds variety to Bilabao's sometimes dull palette."

Civil rights leader Violet Longfellow came out publicly for moderate pro-cannibalism legislation, commenting, "While it may strike some as a crude, even evil practice, our ancestors have practiced cannibalism for years. If we create a government organization to strictly regulate and grade all human meat prior to its arrival on the market, we can ensure that respect for diversity is maintained while health concerns are also allayed. And instead of killing average people, why not make being turned into snack foods a post-mortem option? Like donating your body to science!"

"You're all absolutely out of your minds!" exclaims Jean-Paul Hanover, head of Bilabao's largest health-food manufacturer. "It's immoral, it's unhealthy, and it's disgusting. Not only are these so-called 'dietary rights' activists leading us down a dark path of sin, but right into a marketplace with yet another product that's almost as bad as beef!"

1 and 2 increase civil rights while 3 lowers them weird issue... :?

This also leads to riots in the streets :D, fighting between cannibals and the ones not wanting cannibalism..

I dont really understand how outlawing cannibalism negatively effects the quality of life of the people in the nation :?

I dismissed the issue, there isn't a rational way out of this issue. the first two are outright disgusting while the third option is a thinly vieled attack on meat industries. How about an option 4 that would allow us to make cannibalism a capital crime?

Selecting Opt. 1 or 2 may increase civil rights but it also increases your crime rate by two levels.

My crime didn't go up at all when I chose those options, and I thought sure at least the "rioting in the streets" result . Are you sure you didn't get that result from a different issue at the same time?

It appears if the gov't regulates cannibalism (Opt. 2) there's no increase in crime rate but Opt. 1 puts language in about an increased murder rate (Murder rates are on the rise as the popularity of soylent products grows,) and increases the crime rate.
