The legislature of West Elbonia has voted to request admission to @@NAME@@ as a province with full membership and voting rights in the legislature. The @@NAME@@ legislature is divided on the issue, and you are called upon to cast the deciding vote.

"West Elbonia could be so much more as a part of @@NAME@@, what with all the natural resources and hard work ethic of the citizens. If an independent republic wants to be a member of @@NAME@@, then what have we got to lose?"

West Elbonians can have partial citizenship and the right to travel here without a passport, but they don't need to be voting in national elections just yet."
