The 'Economic collapse looms' issue is very good (if you choose to outlaw capitalism)

#2 - Reclaim the streets. If you ban autos in favor of bikes the economy crashes. However, I think it also affects civil rights.
#5 - Child Casino Shock. Outlawing gambling decreases your economy by one step but it also affects your civil rights.
