The Issue
Following a tragic double-murder, capital punishment has surged as an election issue. There now appears a real possibility that right-wing candidate Max Mistletoe, running on a "Do the Crime, pay the Penalty" platform, will gain power. While society's intelligentsia is outraged, debate rages as to whether the government should intervene.

The Debate
"This is a democracy, remember?" rhetorically questions Professor May Summers of the University of Greater Chauncia. "That means that if the people want something, the people get it. I hate to say it, but in the name of political freedom, we need to accept that our country will have the death penalty."

"I'm sorry," says Civil Rights Unionist Prudence Jefferson, "but this travesty cannot be allowed to pass. If the government needs to crack down on lunatic fringe groups in order to keep our great nation free of the death penalty, then so be it. We must ban the politics of hatred and fear!"

Well, option 1 will obviously increase your civil rights, while option 2 will obviously decrease them. While other effects are not apparent from reading the issue, there's almost certainly some downside to option 1 and some upside to option 2, or this issue would be a no-brainer. Maybe the death penalty makes your citizens less compassionate?

Something to keep in mind:

This issue seems to be a "one time only" issue. I've never had a nation get it more than once, so pick carefully.

That being said, I believe the first raises Poli Freedoms, while the second lowers them (but raises Civil Rights). I've never actually looked this one up, but I think that's how it's worked for me.
