Coding Issues...

Just out of curiosity, what's it take(in general terms) to code an issue for addition to the game? Is it something where you have to know a certian scripting language by heart, or could someone with little more than some knowledge of HTML and a text editor be able to pull it off? And it is the dull, repeditive nature of the work that scares off the mods, or the fact that there's some truely scarry stuff lurking in the ever growing pile of user-created issues? Finally, what would someone have to do for the chance to help out with all of this(aside from simply contributing to the aforementioned pile)?

Moderate knowledge of a scripting language. Good editing skills (and writing skills), knowledge of the games inner workings.

What's been delaying us? Holidays, finals, etc. And no, it won't be opened to non-moderators.

Allright. About what I expected, but thanks for answering.
