I read that nationstates would have the ability to give a particular issue to you only if you chose option x from another issue. Has this come to pass yet?
In a manner of speaking, I think so.
There are a series of issues in which you can (as an example) ban elections. Taking that option, you will then be presented with (at a later date) an issue which will enable you to re-allow elections. There are a few other situations like this.
That's promising. Thanks for the assistance. I have a few issue ideas that would need this type of thing. I'll do a little bit more research.

When you submit an issue, you put those conditions in the "Validity" section. The Issues Guideline page gives "Not valid for nations that have banned automobiles" and "Not valid for nations with low tax rates" as examples.
