When a nation goes through all the issues already in the system?Or is that even possible? And how are issues assigned to a nation? Randomly? I know that certain types of nations won't get certain issues, but otherwise how are issues doled out?

Issues are randomly given out as long as it is applicable for your nation. They also tend to repeat, so you will get the same issues quite a few times. You can suggest more here (http://www.nationstates.net/cgi-bin/index.cgi/page=submit_issue) if you get any ideas.
