I think a good issue for debate would be compulsory culling of all citizens with mental defects - why should any state support a citizen that cannot return that support in some meaningful way. The first part of this cull should be an instant death penalty for those who attempt suicide - a good thing because we finish the job for them AND save on the funds for treating them!!!

Are you going to write one?
there reall yis no such thing as mental disease. when someone is mentally i'll, they simply perceive and act on the world diffrently than us. we have to convince them, through reson and axplanation, why it would be more advantageous to view and understand the world our way. the issue is the same as a computer (person) on whome god decides to install linux. the computer running linux still works, and works well, but is called "insane" by all the other windows running computers. the linux computer carefully tryes to explain the benefits of linux only to find that no one wants to listen, or make programs for it. the computer feels dejected and lonley, and eventually agrees with the rest of the world. it wished god could install windows on it, but god can't e arsed. its up to us windows using computers to re-install the operating system in the linux computer sp it can fit into society again.
 btw, i have an idea that conciousnedd is simpl the brain's operating system. thats why we cant point to a bundle of neurons and say "thats conciousness". conciousness is software, stored within our rains.
I like the idea of this one, but it probably wouldn't be for countries with lots of rights and freedoms. But for the psychotic dictatorships...

Having an ambition to becone the pinnacle of psychotic dictatroships I think I will write a proposal . . . . or at least an issue for each country to resolve.
