issues not showing up!

i have no idea whats going on...
it says i have 2 new issues, but when i click on the issues link, the window shows the heading for an issue that i had 3 days ago and it says legallisation pending, but when i clicked on that to see what would happen, it just comes up with the jg eye, but an otherwhise blank screen. does anyone know what might be going on?

Issues not updating: This used to be a common bug, but is now rare. Nations find that their populations are not increasing and that issues sit forever waiting to be either dismissed or have their legislaction enacted. If they endorse another nation, their endorsements vanish the next day. They are not included in their region's list of all nations. If you are affected by this bug, you can manually fix it by changing regions, then back. This works because the fundamental problem is that your region has dropped your nation from its list of members, and this procedure adds you back. As mentioned, this bug is rare, and generally only crops up in very populous regions (e.g. the Pacific regions). Note: sometimes people who think they have this bug actually have a Caching problem...

Caching problems: Appear in a variety of forms, but most commonly as seeing old telegrams when you're sure you have new ones, seeing old issues when you're sure you have news ones, and seeing the nation page for one of your other nations instead of the one that's logged in. The problem is that instead of fetching a page from the NationStates.net server, your system is pulling out an old page it cached earlier and showing it to you. The culprit here might be your browser, or, more likely, is a proxy server that sits between you and NationStates.net and doesn't respect proper caching protocols. (I'm pretty sure I've set them correctly at this end.) Schools, libraries, companies and (possibly) AOL seem to be the biggest offenders here. There are a couple of things you can try. First, right-click in the main frame (that's anywhere except near the top or the left of the screen) and select "Refresh" or "Reload". If that doesn't work, enter the settings of your web browser and tell it to always request a new version of the page (in Internet Explorer, you do this via Tools -- Internet Options -- General -- Temporary Internet Files -- Settings -- Check for newer versions of stored pages: Every visit to the page). If that doesn't help, put your setting back (to Automatically, in IE), visit this link and copy the output into an email to admin@nationstates.net. Please also say how you access NationStates (e.g. via home, work, elsewhere).
