Do country creation choices affect issue effects?

Im wondering about the choices on those 2 screens you go through when you first make a country, for example "Government style," disagree/agree on those opinions, etc.

Do the things you select on the first two screens affect your issues forever? If you chose "strongly agree" on the opinion "Corporations do more good for society than harm" does that amplify the effects of a pro-business issue solution more so than if you initially went with "strongly disagree", even if in both situations you chose the same solution in a daily issue.

For example, if you select "Government handouts for Auto manufacturers" in the issue "Reclaim the Street" does that increase your economy more if you had "strongly agree" instead of "strongly disagree" for the "Corporations" opinion. Or are the effects the same.

Another example if you have government style "oppressive" does that mean pro-law and order issue solutions have more weight than if you are government style "anarchic"? That is, you choose the same solution in both situations like "Public floggings" in the issue "More Police Needed" will the oppressive nation experience a greater effect?

Some issues you can only get if your nation abides to certain rules. Like, for example-

-You can't be asked to give the police more funding if you don't have police/crime is legal.
-You can't make drugs legal if they already are legal
-You can't make voting compulsory if there is no voting in your nation.

I know but I am wondering about any possible differences in solution effects of the same issues that appear to two nations, not whether they appear or not to one nation or the other.
