"Unfair Tax Burden" issue's effects....

What are the effects to the "Unfair Tax Burden" issue's options? Again, I apologize since I keep on doing this kind of thing, but I'm stuck as to what the effects are and how it will effect my economy....

This is basically a trade-off between economy and crime. Option 1 (cutting spending) will raise both, option 2 (soaking the rich) will reduce both. Neither is very drastic. Option 3 (letting people decide where their tax money goes) seems to be the same as option 2, but it may differ depending on indices of national character that are not visible to players.

Whoops, sorry about that...Here's the issue:

A recent poll has revealed high levels of dissatisfaction among the populace about tax rates.

"Do you know how much of my year's work goes to the government?" demanded angry worker Anne-Marie Mistletoe. "Too much! Government spending has gotten way out of control. It needs big cuts in welfare, health, and education. But leave those subsidies to business alone. We need them to create jobs."

"It's not the AMOUNT of tax, it's where the burden falls," says student activist Buy Nagasawa. "And at the moment, far too much of the burden is falling on the poor. People on high incomes still have more money than people on low incomes. I don't think I need to say anything more than that."

"I don't object to the amount of tax, I object to where it's being spent," says social reformer Alexei Rifkin. "I'd like to see everyone have a choice as to where their Colerican credits go every time they fill out a tax return. Everyone would feel a lot better about opening their wallets if they had a say as to where the money went. I think you'd see a lot more public money going to education and a lot less to business."

1- Cut down on taxes, but hurt schools/welfare. Helps economy.
2- Increased taxes to the wealthy
3- Increases civil rights, hurts economy, helps schools/welfare
