New Issue Idea - Domestic Violence Problems. Comments?

I've corrected a couple typos that a couple people have pointed out to me, but I haven't yet made an attempt to trim the length (might not?), and I'm not really considering a fourth option, since the extreme (outlawing marriage) is similar to the idea of promoting group marriages in that they're both totally out there and change a very common part of life...and the other extreme, where you decide that domestic violence in your country is either not a problem or not the domain of your government, can be handled by dismissing the issue.
Meh?

Still, I'm thinking about how I might change the stats to make this a better issue. I'm very new to the whole idea of caring about stats (unlike a surprising number of other people here, I've realized).

Domestic Violence Becoming a Casual Occurrence in @@NAME@@ ?

The Issue
After a recent edition of The Semi-Weekly Times included a questionnaire concerning family life in @@NAME@@, the editors were shocked by the number of men and women who openly admitted to beating their husbands, wives, and children on a weekly, and sometimes even daily, basis. Further fueled by an expanded crime section in the Times dedicated only to domestic disturbances in @@NAME@@, the published results of the poll disturbed citizens and foreigners alike, and most agreed that something had to be done to stop such abuse.

The Debate
1. “The rates of domestic violence are certainly appalling, considering the amount of professional help available in @@NAME@@,” dictates marriage counselor @@RANDOMNAME@@ to the office’s temp worker whilst fiddling through a file cabinet for the home address of the Times’ commentary section editor. “The solution is for the government to screen out bad marriages before they start! Force all engaged couples to be analyzed by men and women like us who know what marriage is all about. Sure, that means that many people won’t be able to afford the @@CURRENCY@@s it’ll take to get married, and there may be more illegitimate children running around in a few years, but think of the increased quality of life for those who are willing to go through the marriage process!”
*Effects: Couples must seek psychological analysis before marriage.
*Stats: Personal freedoms down, Economic freedoms down, Law&Order spending down, Social Equality spending down, Welfare spending down, Gambling up, Information Technology up, Happiness up, Compassion down, Devoutness up

2. “Unfortunately, preventative measures just don’t work,” laments childcare worker @@RANDOMNAME@@ while disinfecting a screaming toddler’s scraped knee. “I have seen too many bruised and battered children put into foster homes while their parents receive all kinds of feel-good workshops and therapy sessions, and when the kids get returned they come back here still battered and bruised. When parents beat their children, the kids need to be taken from them for good! When married men and women beat each other, their marriages should immediately be made null and void! @@NAME@@ will not only save some of the money and time allotted to rehabilitating the perpetrators, but as long as the foster care system remains trustworthy and well staffed we will also ensure loving homes for all of the littlest victims of domestic abuse.
*Effects: Men, women, and children are forcibly separated from their families when domestic violence is suspected.
*Stats: Personal freedoms down, Education spending down, Law&Order spending up, Welfare spending up, Arms Manufacturing down, Public Apathy down, Tax Rate up, Compassion up

3. “Whoa…the whole one-man, one-woman relationship culture is what’s bringing @@NAME@@ down, man,” comments flower child, @@RANDOMNAME@@, as the other disheveled, earth-toned commune members cheered on from the van. “You know, you get your lovers and your leaders together, you raise all his and her kids as your own; they’re all your kids, man. The nuclear family inspires war, like, nuclear war, whoa! The government should put out the word that community families are where the peace is at!”
*Effects: Communes are sanctioned by the government as a respectable family choice.
*Stats: Personal Freedoms up, Law&Order spending down, Social Equality spending up, Religion and Spirituality spending up, Arms manufacturing down, Retail sector down, Basket weaving up, Happiness up, Intelligence down, Devoutness down

I bolded and italicized what I thought it out too look like -- nothing major.

I also think you should have an option that forces people to work out their marriges -- outlawing divorce and forcing extensive conseling between spouses. It'd result in more social spending and ending up giving you a more religious nation, but'd cut down on civil freedoms.

I'm pretty sure with such an option like the one above, your economy and political freedoms would remain the same.

I don't think endorsement of communes should automatically mean intelligence stats are lowered. I've known this boy who was rasied by 3 lesbian couples since he was a baby. They all lived near each other and shared parenting responsibilities throughout the years (I guess you could call that a non-traditional, communal family), and they were all very close and loving. He turned out to be the most brilliant, amazing, intelligent 30-year-old guy I know.

Eh, I was being silly there beyond anything else. I'm just saying that intelligence might be lowered if the commune of that individual was raising the children...

I suppose I may need a little help with stats...I put a lot of guesswork into it. Pregnancy rates may very well be increased by the third option, but I don't know if there's a way to reflect that in the game...?
