im new here and i m just wondering how can u improve your nation if u can do that? like decrease crime and stuff like that...

You'll find a couple of threads on the forums about what answers to issues result in which effect on you nation, when they crop up ... obviously, which you pick depends upon what you're here for
I'd be more help and give you the links, but right now I'm suffering from a personal existential crisis [1] and, furthermore, have been quite disappointed by certain events here, in the immediate past, and am wondering if I can be bothered to continue ... and I'm just not up to searching for you ... sorry

Rehabilitation
Education
Welfare
Police
Military
In roughly that order.
Unless you are clever these things(except the military, which is often-counter effective, and even it costs somewhat) cost a lot of money, shooting your taxes up, totaling your economy, or both.
If you are like me that does not matter, as if you are carful there is no limit ion what you can spend via issues, but if you are concerned about both cost and crime then you will have to reach a compromise.

That is basically it. The UN is not very specific, and it is hard to get things passed anywhen (Now that the proposal list is 2 dozen pages long, many delegates no longer read it), so It's mostly the issues though.
