(I promised myself I wouldn't do this anymore, but I'm stuck as to what the effects of this issue are)

Could someone please tell me the effects of the choices in the "Gunman Kills Three" issue?

Options 2 & 3 reduce civil rights. I don't have enough data to determine whether option 1 reduces civil rights, or whether any of them reduce crime, but my preliminary guess is that the major effect of all these options is simply a loss of civil rights.
