He/she/it probably doesn't understand the game of NationStates.
The game is a little complicated but here are some facts.
You are a nation. In International Incidents you must act like that country.
You run the nation the way you want. Sometimes you get issues to deal with, they wil affect the development of your nation.
You can buy weapons, tanks, planes ships and all other types of great stuff as a nation.
In other forums, like General, you dont have to act as your nation.
