Civil rights issues?

What issue choices help civil rights? I'd like to pump mine, but I don't seem to get any issues that will affect this.

Any choice that allows your citizens to do something they couldn't before boosts civil rights. Banning things or restricting the use of things will lower civil rights.

Choices (issues) that will sometimes, but not always, raise civil rights:

Allowing gay marriages (where's the love gone?)
Not burning Harry Potter books (censorhip row)
legalizing euthanasia
allowing loud music (turn down that racket)
allowing free speech (too much yakking)
having no controls on the internet
compulsory organ harvesting
<this makes no sense at all, but there you go>
legalizing all drugs (awash with red-rimmed eyes)
letting people sell their organs (cash for colons?)
letting Nazis hold a rally
banning surveillance cameras (big brother system)

Choices (issues) that will lower civil rights:

building nuclear reactors (power problems)
<what the F??? but it's true>
allowing security cameras (big brother system)
barcoding citizens (big brother system)
censoring media violence (gunman kills 3)
torturing terrorists (no pain no gain)
burning books (harry potter censorship row)
setting minority quotas for TV soaps
giving prizes for minority presentations on TV
introducing the death penalty (death penalty on agenda)

Surprisingly, allowing polygamy does not appear to raise civil rights, nor does allowing people to marry housepets. Hiring more police hasn't reduced them in my experience, but I don't have a large enough sample on that one yet.
